Early Career Framework from Sept 2021

Are there job descriptions for the mentor and for the induction tutor roles?

Roles and responsibilities for the mentor and induction tutor are set out in the recently updated statutory guidance.

How long is ECT induction?

For a full time ECT, induction is for two academic years.

For a part time (0.5) ECT, the ECF will still be followed at the ECT will complete the equivalent of two years on induction. However, if the headteacher and governing body feel there is sufficient evidence to suggest the ECT has met the Teachers’ Standards within two years, this should be discussed with your AB

How will schools submit reports for their ECTs?

Derby LA will continue to use NQT manager as their administrative platform from September 2021. ‘NQT manager’ will be rebranded to ‘ECT Manager’ from September but at this stage, schools can access this platform via ‘NQT Manager’.

If a school has a teacher who began their NQT year in January, what should they do?

Induction posts can still start mid-term/year. Headteachers should ensure that ECTs can access an ECF based induction regardless of what point in the year they start their teaching post. Every lead provider will have a policy on how to support ECTs who join their school during the academic year.

In the ECF, are there 2 formal assessments in each year, or 2 formal assessments over the whole two year period?

There will now be 2 formal assessments points during the induction period:

one midway through induction, and

one at the end of the induction period.

There should be regular progress reviews to monitor progress, each term without a formal assessment. Further information on assessment of ECTs is included in the statutory induction guidance.

Is the Appropriate Body responsible for ensuring Progress Reviews are completed?

What are the routes available to ECTs and schools?

There are three routes that can be perused:

• Route 1 – Full Induction Programme FIP (funded provider-led)

Schools can choose to work with one of 6 providers accredited by the DfE who will design and deliver a programme of face-to-face and online training to early career teachers and their mentors:

o Ambition Institute

o Best Practice Network (home of Outstanding Leaders Partnership)

o Capita with lead academic partner the University of Birmingham

o Education Development Trust

o Teach First

o UCL Institute of Education

• Route 2 – Core Induction Programme CIP

Using accredited materials provided by one of the DFE six accredited providers, schools will deliver their own induction programme

• Route 3 – School Based induction programme SB

Schools will design their own two-year induction programme inline with the expectations of The Early Career Framework

What does ECT and ECF stand for?

The term ‘ECT’ – ‘Early Career Teacher’ now replaces the term ‘NQT’ – ‘Newly Qualified Teacher’.

‘ECF’ refers to ‘The Early Career Framework’. The early career framework (ECF) reforms will come into force from September 2021. ECF will create a step change in support for early career teachers, providing a funded entitlement to a structured 2-year package of high-quality professional development. The reforms are part of the government’s teacher recruitment and retention strategy, which aims to improve the training and development opportunities available to teachers.

The early career framework is the evidence base which underpins this new entitlement for early career teachers’ professional development. It sets out what all early career teachers should learn about and learn how to do during the first 2 years of their careers.

It includes sections on:

o behaviour management

o pedagogy

o curriculum

o assessment

o professional behaviours

Will Derby Local Authority continue to work act as an Appropriate Body?

Yes, Derby LA will continue to operate as an AB regardless of route schools pursue, including opting for a Teaching School Hub.

Will there be assessments to submit?

Over the two-year ECF programme, there will be two assessments submitted via NQT manager. One will be mid-way through the first year and the second assessment will be completed by the end of the second year. These assessments will be supported by monitoring reports.

Just like with the current statutory induction model, there should be no surprises during the assessment process. If an ECT is experiencing difficulties at any time during the two-year induction process, the AB should be informed so collective work can be done to support the ECT and school.

How is an ‘the NQT induction’ process different to the ‘ECF Induction’?

There are significant changes to support new ECTs. The reforms are part of the government’s teacher recruitment and retention strategy, which aims to improve the training and development opportunities available to teachers. Please see the table below for key differences:
